Novo Open

The purpose of the project is the creation of a Novovolynsk city app. Our strategic objective is to ensure free, open, and participative access to information and services in Novovolynsk. We have several specific objectives, including reviewing current digital tools and services, developing the app strategy and architecture, agreeing on content exchange, developing and testing the application, and raising awareness about the application.

We face several challenges in our municipality. First, the scope of digital information and services is limited. The current city council website information is static and the access to the needed information is complicated. Second, there is a lack of digital citizen participation in local development. Third, our elderly citizens are not digitally educated, though younger citizens are keen on digital information. Lastly, we have no digital presentation of Novovolynsk for tourists.

Our key stakeholders include the local bus company, the Ukrainian Hydrogeological Centre, and various municipal departments such as media, culture, and tourism. Our target groups are the 58,809 residents and numerous visitors. We also aim to engage the EU Commission, embassies, and governments of European and Baltic countries.

This project aligns with national legislation, including the Law of Ukraine on Innovative Activities, the Law on Stimulating Digital Economy Development, and the National Informatization Program. Additionally, it supports the national strategy for developing the information society and innovation sector. Regionally, it complements the Recovery and Development Plan for the Novovolynsk City Territorial Community until 2027.
